Dear Tempe Police Employees,

Over the past year, police employees in Criminal Investigations, Special Investigations, Crime Analysis and our Identification Unit have been involved in several major case investigations involving crimes against persons.  These incidents have placed the Tempe Police Department under the spotlight both locally and nationally.

Those of us in law enforcement know that criminal investigations are complex and time-intensive.  Fact-gathering, analyzing physical evidence, interviewing witnesses, research, following up on tips, and determinations of validity are done in partnership with external law enforcement to bring every resource to bear on these cases.  The employees who support our Crime and Intelligence Center are all working diligently to ensure successful apprehension and eventual prosecution of the perpetrators.

As Chief, I can attest to the fact that the police employees responsible for these cases are doing a stellar job, exhibiting competence, diligence and professionalism, unwavering in the face of pressure – and determined to achieve prosecution.  We know what it takes to make that happen.  We know what needs to be done.

Many variables impact crime.  In overall numbers, the crime rate in Tempe is the lowest in over two decades, and has continued to decline during 2010.  As compared to last year at this time, our Crime Analysis Unit reports that violent crime is down overall by 13.7%.  Property crime is down 8.5%.

Numbers such as these are useful, but they can not give comfort to the family of a homicide victim.

Of the 12 homicides occurring in Tempe during 2010, the men and women of CIB have cleared 7.  Numbers do not tell the whole story.  Behind the numbers are the people.  Working with victims and families on a daily basis, police employees are very much aware that each of these crime percentage points represents a person.

Recognizing the importance of ongoing communications with the families of victims of violent crime, I have been in contact with family members to assure they are aware of and included in the painstaking process as we work toward justice.  I have emphasized with the Mayor, Council and City Manager the legal and professional diligence that is required of and demonstrated by our investigators.

The numbers alone do not reflect the fact that with the victims stand the Tempe police employees committed to apprehending suspects and stopping them from doing more harm to others.

I realize that the entire Criminal Investigations staff has put in many long hours away from family in order to solve these cases.  Know that you are supported and valued as you continue working to assure that justice is served and our community is protected.
